What Is a Phase 2 Environmental Site Assessment

A Phase 2 Environmental Site Assessment (ESA), also known in British Columbia as a Stage 2 Preliminary Site Investigation, is the next step when a Phase 1 ESA identifies an Area of Potential Environmental Concern (APEC).

The purpose of a Phase 2 ESA is to confirm the presence or absence of contamination through direct testing and sampling of potential affected media (soil, sediment, groundwater, soil vapour). This targeted site investigation focuses on APECs identified in the Phase 1 ESA as having a higher potential for pollutants, hazardous substances, or other environmental risks.

Unlike a Phase 1 ESA, which is a non-intrusive records and site review, a Phase 2 ESA involves physical testing and lab analysis for contaminants of concern associated with the APECs.

When a Phase 2 ESA Is Required

A Phase 2 ESA may be required when an APEC is identified in the Phase 1 ESA and:
• A property purchase, redevelopment, or refinancing requires confirmation of environmental conditions
• Compliance with provincial or federal environmental regulations is necessary
• Municipality and/or the BC Ministry of Environment and Parks requires further investigation and formal closure.
• Lender or investor requirements for environmental risk confirmation before funding

Testing and Analysis Methods

Samples are collected in accordance with industry best practices and the BC field sampling manual to ensure representative samples are collected and minimized cross contamination. All samples are submitted to a CALA approved laboratory for analysis of the contaminants of concern.

If contamination is identified, further investigation is often warranted to determine the extent, laterally and vertically, of the contamination.

Regulations, Standards, and Compliance

In Canada, Phase 2 ESAs should generally comply with the following:

  • Canadian Standards Association (CSA) document entitled “CSA Standard Z769-00”
  • Canadian Mortgage and Housing Corporation (CRHC) guidelines

Furthermore, if the Phase 2 ESA may be used for BC Ministry of Environment and Parks regulatory purposes, it should comply with the BC Contaminated Sites Regulation.
